The Functional Allowances

At my first job description in structural official is about training and development. I should try to learn about all of training and development including the trainers there. We call the trainer with widyaiswara.

What is widyaiswara ?

In accordance with regulation No. 101 of  2000 on Education and Training Position of Civil Servants (PNS), mentioned that one of the crucial components of the training is widyaiswara. This is confirmed in the Minister of State PAN Number 14/2009 regarding Functional Official of Widyaiswara and Credit Value of Widyaiswara and Head of the Joint Regulation LAN and BKN No. 1 and 2 in 2010.

Widyaiswara is the word. comes from Sanskrit. Vidya is mean knowledge, ish is mean have and vara is mean selected. So widyaiswara in the simple meaning is someone who has knowledges and she/he selected by some of competences.

So, from that two terms of  functional, we can take the result of widyaiswara is a functional positions of civil servants with the task of educating, teaching and / or training in full on the unit education and training from government agencies. It means, widyaiswara is functional official, not structural functional in a government agencies.

Allowances of widyaiswara is based on Government Regulation No. 52/2006 and related with that, the job descriptions of widyaiswara is based on Government Regulation No. 1/2006. In that regulations there's no one explanation that widyaiswara can do the structural official jobs except requested by head officer. 

Allowances of widyaiswara is attached together with the job description.

Based on prime secretary letter that widyaiswara can't get allowances when teaching at a training have many reactions of widyaiswara. The feared thing,  is widyaiswara only give dinamika kelompok at a training event. The other functional duty of widyaiswara,  will be given by the structural level.
